Le rapport des Français à l'Europe a toujours été complexe, associant l'ambition d'un projet de la France pour l'ensemble du continent aux réticences liées aux conséquences politiques et sociales de l'intégration. L'histoire du Traité constitutionnel européen et de l'échec de son référendum de ratification apparaît comme une clé de lecture privilégiée de ces rapports tumultueux, qu'il paraît utile de relire au moment même où la France annonce son retour dans l'Europe. Par le récit des mécanismes ayant mené au choix du référendum, par l'analyse de la campagne référendaire et des ressorts du vote du 29 mai 2005, et au travers de l'évaluation des conséquences du « non » français, cet ouvrage offre un point de vue global sur la spécificité de l'enjeu européen sur la scène politique française.

Conflicts between different racial, ethnic, national and other social groups are becoming more and more salient. One of the main sources of these internal conflicts is social and economic inequality, in particular the increasing disparities between majority and minority groups. Even societies that had been successful in dealing with external conflicts and making the transition from war to peace have realized that this does not automatically resolve internal conflicts. On the contrary, the resolution of external conflicts may even sharpen the internal ones. This volume, a joint publication of the University of Haifa and the International Center for Graduate Studies (ICGS) at the University of Hamburg, addresses questions of how to deal with internal issues of social inequality and cultural diversity and, at the same time, how to build a shared civility among their different national, ethnic, religious and social groups.

In the fall of 2005 the streets of France were rocked by civil disturbances on a scale unseen for decades. Only months earlier Azouz Begag, France's first minister for equal opportunities and first-ever cabinet minister of North African immigrant origin, wrote an essay laying bare the festering social and ethnic injustices that, as can now be seen in hindsight, led to the riots.
